1. Wash the meat, dry with a paper towel and cut into cubes, easy to roll. Peel two onions and chop into 4 pieces. Grind both meat and onion in a meat grinder until minced. If you are using frozen meat, then you must first take it out of the freezer and defrost it naturally on the lower shelf in the refrigerator, so it will not lose its structure.
2. Rinse the rice thoroughly under running water until it is transparent, and boil until half cooked in salted water. Then put on a sieve and cool. It is best to use parboiled rice as it does not boil over.
3. Combine the rolled meat with boiled rice. Add salt and black pepper. Mix everything until smooth. It is advisable to do this with your hands in order to feel when all the ingredients are mixed. For juiciness of minced meat, you can add half a glass of water or milk.
4. Wash sweet peppers and remove seeds. Fill with ready-made minced meat with rice. If you are using frozen peppers, do not take it out of the freezer in advance, it will become soft and poorly stuffed. It is much more convenient to fill it with meat filling directly in frozen form.
5. Peel the remaining onion, wash and cut into small cubes. Peel the carrots, wash and grate on a coarse grater.
6. Turn on the multicooker to the frying mode, pour in vegetable oil and fry onions with carrots until golden brown. When the vegetables are browned, pour in the tomato sauce or ketchup and simmer the mixture for a few minutes. Of course, you can also use tomato paste, only you need to take much less of it, dilute it with water, pour it into the gravy and then adjust the taste. Then add sour cream, spices, sugar and bay leaf. Simmer for a few more minutes.
7. Pour 3-4 glasses of water into the finished frying and bring to a boil. Taste the gravy and taste as needed. Fold the minced peppers in the liquid sauce and switch the multicooker to the stewing mode. Cook for one hour. Then present the dish. Serve hot with sour cream sauce. Decorate with fresh herbs.
