In the 19th century, the "element" returned again. Then, for every resident of the city, including the elderly and children, there was one dog.

The law was relaxed, and the butchers began to keep a large number of four-legged friends. The newspapers wrote that it was impossible to walk the streets. Everywhere we ran into flocks of "toothy" ones that behaved aggressively, defending their territory. Naturally, there were cases of bites of the population. Then they decided to fight this phenomenon with the help of a tax.

But the dogs not only frightened the local population, they also worked here. If, for some reason, the animals left the city, the activities of small shops would stop.
